The Philippines considered that a candidate of highly regarded international standing, with substantial and credible experience in the field of audit of international multilateral organizations, should be appointed as the next External Auditor of UNIDO.

In July 1991, the Cayman Islands Auditor General was elected a member of the Executive Board and appointed Chairman elect of CAROSAI for the period 1994 1997.
