In paragraph 29 of that resolution, the Assembly noted that the Administrative Law Unit had the multiple functions of administrative review, appeals, disciplinary matters and advisory services.

This post provides support for the Information Technology Operations Unit and Information Systems Unit, which will see additional administrative activity as a result of the recently completed re engineering project.

With regard to potential conflicts of interest, the Assembly noted that the Administrative Law Unit has the multiple functions of administrative review, appeals, handling disciplinary matters and provision of advisory services.

The request of the General Assembly for proposals to separate the functions of the Administrative Law Unit appears to be based on the view that there is a conflict of interest when the same unit handles the request for administrative review, prepares the respondent's reply and represents the respondent in the same case.

It is proposed to strengthen the Unit with four additional posts for a Chief of the Unit (P 5), a Judicial Officer (P 3), a Corrections Officer (P 3) and an Administrative Assistant (General Service (Other level)).

The UNAMA Gender Unit also developed a specific gender module for the civil administrators training programme of the Independent Administrative Reform and Civil Service Commission.

(b) To advise both the appellant and the respondent as stated above, the Administrative Law Unit represents the respondent at all stages of the appeals process.

The Unit will undertake an administrative and management review of ESCAP designed to contribute to and enhance the current reform efforts being undertaken by the Commission.
