I am convinced that making a treaty on fissile material would enhance security for all of us.

Given the new security threats, it is imperative to strengthen the non proliferation dimension of the Treaty.

While Japan s security treaty with the US serves as a deterrent, there is always a danger of miscalculation.

The existing Energy Charter Treaty including the Transit Protocol must remain a cornerstone of Europe s energy security policy.

It had, however, been unable to accede to the Mine Ban Treaty because of its legitimate security concerns.
