Early action may be initiated by the Emergency Relief Coordinator, eligible agencies, or at the request of the United Nations humanitarian coordinator resident coordinator with the country team.

Success in coordination was attributed to a number of factors, including the Resident Coordinator apos s skill in team building and the coordination capacity of the recipient country.
