It was not exactly clear which requisition for purchase date begins the actual procurement process.

While the user can enter a requisition for purchase requirement into the system which creates a start date, the actual start for processing a requisition for purchase into a purchase order by procurement officers in headquarters or in the field offices actually occurs upon receipt of an approved requisition for purchase which occurs later, after the staff member has performed coordination and review.

During its interim audit in April 2005, the Board noted that there were still delays in excess of 100 days in both the time between the order dates and the dates that purchase orders were approved, and the time between the requisition dates and the requisition approval dates.

Comment by the Administration. The Tribunal has completed training for the individuals responsible for requisition in the procurement and contractual management processes.

In paragraph 534, the Board recommends that the Administration maximize use of the features of the requisition tracking system in regard to staff movements.

Each form is printed for BIVAC and has a unique sequential number. Every month on a specific requisition by the Ministry of Commerce and Industry, BIVAC provides these documents free of cost.

In paragraph 222 of the report, the Administration agreed with the Board's recommendation that it define and regulate requisition amendments at the appropriate stage in the procurement process in order to promote greater efficiency.

So the good news is that earlier this year, the state council passed a new regulation on house requisition and demolition and passed the right to order forced demolition from local governments to the court.
