While regular resources income increased over previous years, the balance between regular and other resources income continued to deteriorate sharply.

A total of 93 Governments (35 high income, 41 middle income and 17 low income countries) contributed to regular resources.

Total regular and other income in 2004 was 506.1 million.

Regular income in 2004 totalled 331.6 million, an increase of 13.4 per cent compared to the 2003 income of 292.3 million.

This was due to appreciable growth in income for all three sources regular resources and other resources for regular and emergency situations.

In 2003, regular resources made up only 43 per cent of the total income.

MISCELLANEOUS INCOME Estimated miscellaneous income for 2006 2007 amounts to 1,538,400 in the regular budget and 315,200 in the operational budget, details of which are shown in the following paragraphs.

The ratio of regular resources income to total income decreased to 40 per cent in 2004 compared to 43 per cent in 2003 and 45 per cent in the financial plan.

These levels take into account the objective of optimizing the use of resources within the bounds of income and sound liquidity management and are also subject to actual regular resources income in the plan period.

As the dollar continued to weaken against the Euro and other major currencies, exchange rate fluctuations continued to affect core income positively, accounting for more than two thirds of the increase in regular income in 2004.

In practice, however, financial means in the form of assets or regular income are uniformly required from all immigrants, regardless of their individual characteristics.

The effect of including the United Nations regular budget contributions in financial statements for 2004 and for future years is to increase income and expenditure by the amount of the United Nations Regular Budget allotment advice for the period.

Miscellaneous income earned under the operational budget falls under the same categories as that of the regular budget and is subject to the same considerations.

Regular resources income increased by 9 per cent (from 770 million in 2003 to 842 million in 2004), continuing the upward trend that began in 2001.

The pattern of future other resources (regular and emergency) income and spending is projected to increase the share of total programme assistance expenditure for young child survival and development significantly over its planned share of regular resources, to an estimated 52 per cent.

In paragraph 21, the Board further recommended that the UNICEF fund raising strategy identify ways of increasing the proportion of regular resources in relation to total income.

The Committee notes from table 1 that the projected regular resource income has grown from 586.6 million in the 2004 2005 biennium to 747.0 for the 2006 2007 biennium.

The net expenditure for the biennial support budget for 2004 is approximately 70.3 million, representing 21.2 per cent of regular resources and 13.9 per cent of total resources income.

The plan may also require city governments to increase the provision of public goods including education, health care, and a minimum level of income protection to non hukou regular residents.

Total gross expenditures under the regular budget ( 154,009,900) are reduced by an anticipated income ( 3,224,200), and the resulting net requirements ( 150,785,600) are financed by assessed contributions payable by Member States.

All the above items, contributions income, expenditure and liquidity, are summarized in annex III, table 4, with a breakdown of regular resources in table 5 and other resources in table 6.

Based on the income earned under this heading in 2004 and anticipated for 2005, estimates of 1,464,600 under the regular budget and 315,200 in the operational budget are considered reasonable for 2006 2007.
