Comment by the Administration. UNRWA has, on occasions and under tight control, allowed the advance allotment of funds to certain projects when its project cash position permitted, in order to expedite project implementation.

The project coordinator will assist the Director of the UNOG Division of Administration to manage implementation of all security projects in Geneva.

The Administration, however, noted that understaffing a project of this magnitude during the development phase carried significant risk hence, attention to detail should be considered in order to prevent problems later in the project.

UNOPS would continue to offer both complex operations management implementation services and individual service lines, for example recruitment and administration of human resources, contracting and procurement services, project supervision and loan administration, and conference management services.

Comment by the Administration. In 2004, UNICRI improved its reporting on project performance and monitored the implementation and achievements of its main programmes.

Comment by the Administration. UNOPS needs to further develop its management reporting system to identify expenditures in excess of project budgets in Atlas.

The Government Performance Project findings were instructive in identifying how Governments organize the basic management systems central to good governance and public administration.

Comment by the Administration. UNOPS has implemented internal control procedures to ensure that project budgets are approved in Atlas before the funds can be used.

The Administration informed the Board that support costs and other overhead costs relating to the project should be kept to a minimum, not only during the design and pre construction phases, but also throughout the implementation of the project.

Comment by the Administration. The Audit Services Branch has sent reminders on a regular basis and has enlisted the assistance of the geographic divisions to obtain outstanding project audit reports.

The Election Process Information Collection (EPIC), a spin off of the ACE project, in addition provides users access to comparative country by country data on election systems, laws, management and administration.

Comment by the Administration. The Office of Audit and Performance Review has incorporated procedures in its country office audit guide to ensure that audit clauses are included in all project agreements.

Comment by the Administration. UNICEF has taken note of the recommendation and will review its existing financial and project frameworks as regards the feasibility of carrying out a post implementation audit.

Future needs will also depend on the ability of the Palestinian Authority to project authority, ensure effective administration and deliver effective public services, including public security, in the areas of Israeli withdrawal.
