The League of Women Voters believes that efficient and economical government requires competent personnel, the clear assignment of responsibility, adequate financing, and coordination among the different agencies and levels of government.

A detailed examination of these agreements is now ongoing with a view to determining whether they adequately reflect the responsibility of the respective host Government for the safety and security of United Nations personnel.

Our sense of responsibility has also been illustrated to the world by the fact that we are meeting for the first time in South Eastern Europe a region heavily affected by anti personnel mines.
