The programme promoted the reduction of marine casualties, the elimination of substandard shipping and the protection of the marine environment.

One delegation highlighted the relationship between current and past areas of focus, such as protection and preservation of the marine environment and vulnerable marine ecosystems.

(f) Legal and institutional frameworks at the international level for the protection of marine mammals

This year, we commemorate the tenth anniversary of the adoption of the Global Programme of Action for the Protection of the Marine Environment from Land based Activities, and we must continue to strengthen the protection of the marine ecosystem.

Recently, in the international debate on the sustainable management of marine resources and the protection of marine ecosystems, there has been a strong focus on the high seas.

Within our coastal and marine areas, we have established national marine parks and reserves in order to enhance protection and conservation of the diverse and highly productive ecosystems therein.

II The Global Programme of Action for the Protection of the Marine Environment from Land based Activities

We will also actively engage in the regional context to ensure better protection of vulnerable marine ecosystems.

The Plan also recognizes that some marine environments and the resources they hold need special protection and management.

a. promote programmes of scientific, educational, technical and other assistance to developing States for the protection and preservation of the marine environment and the prevention, reduction and control of marine pollution.

E. Global Programme of Action for the Protection of the Marine Environment from Land based Activities and associated programmes

The representative of the Permanent South Pacific Commission said that its plan of action to protect the marine environment, including vulnerable marine ecosystems, and the Convention for the Protection of the Marine Environment and Coastal Area of the South East Pacific and its Protocols provided the basis for action with respect to marine debris.

We attach great importance to the protection and conservation of the marine environment and its biodiversity. Therefore, we must redouble our efforts to combat and limit the pollution and degradation of marine ecosystems.

I will focus on three main topics in my statement today the evaluation of the 1995 Fish Stocks Agreement, the sustainable management of living marine resources and protection of the marine environment, and maritime security.

Kuwait is also involved in other programmes with the International Atomic Energy Agency (IAEA) for the protection of the marine environment.

Marine environment and marine resources

My delegation attaches great significance to the marine environment and supports the implementation of Part XII of the Convention, which deals with the protection and preservation of the marine environment and resources from pollution and physical degradation.

Those programmes include the Global Plan of Action for the Conservation, Management and Utilization of Marine Mammals, the Global Programme of Action for the Protection of the Marine Environment from Land based Activities and the Regional Seas Programme.

The European Union's determination to play its part is demonstrated by its recent publication of its Thematic Strategy on the Protection and Conservation of the Marine Environment the Marine Strategy together with the proposal for its legislative underpinning.

A training programme on marine environment protection was formulated and is used by the national Maritime Training and Fisheries Institutes in the region.

Other delegations proposed to call upon States to urgently agree on an open mechanism to cooperate in the protection of vulnerable marine ecosystems.

New Zealand reaffirms its readiness to engage seriously with others to work through the relevant issues to enhance protection of the marine environment.

XI. Marine environment, marine resources and sustainable development

45. Urges all States to implement the Global Programme of Action for the Protection of the Marine Environment from Land based ActivitiesA 51 116, annex II. and to accelerate activity to safeguard the marine environment against pollution and physical degradation

The Commission focused its efforts on promoting integrated management and the development of national plans of action for the protection of the marine environment.
