Marine debris is a global transboundary pollution problem that constitutes a serious threat to human health and safety, endangers fish stocks, marine biodiversity and marine habitats and has significant costs to local and national economies.

The agreements often result in the depletion of fish stocks, limited fishing access to hereditary fishing areas, and damage to the marine ecosystem.

We strongly believe that all States should apply effective measures for the conservation, management and exploitation of fish stocks in order to protect living marine resources and preserve the marine environment.

The United Nations Fish Stocks Agreement is of paramount importance, as it strengthens considerably the framework for the conservation and management of straddling fish stocks and highly migratory fish stocks by regional fisheries management organizations.

The Review Conference of the 1995 United Nations Fish Stocks Agreement will be held next year to evaluate the effectiveness of the Agreement in the conservation and management of straddling fish stocks and highly migratory fish stocks.

I will focus on three main topics in my statement today the evaluation of the 1995 Fish Stocks Agreement, the sustainable management of living marine resources and protection of the marine environment, and maritime security.

The 1995 Fish Stocks Agreement is an essential contribution to the law of the sea as regards the management of straddling and highly migratory fish stocks.

New Zealand is a strong supporter of the United Nations Fish Stocks Agreement and urges wide participation in next year's review conference to assess the effectiveness of the Agreement in securing the conservation and management of straddling fish stocks and highly migratory fish stocks.

The straddling fish stocks Agreement also makes that mechanism applicable to disputes concerning subregional, regional or global fisheries agreements relating to straddling or highly migratory fish stocks.

Longlining threatens the survival of artisanal and subsistence fishing communities, large predatory fish stocks, sea turtles, marine mammals and sea birds to provide seafood that is too dangerous to eat.
