The World Bank should increase lending to help finance growth supporting expenditures in developing countries.

But, while doing so, they are not likely to be expanding private sector lending to support economic growth.

If the interest rate is raised too little, banks will use more reserves to support lending, leading to higher inflation. If the interest rate is raised too much, economic activity will be constrained and growth could fizzle.

Bank regulation, like lending, was once decentralized and judgment based.
