2. For each State ratifying, accepting, approving or acceding to the present Convention after the deposit of the thirtieth instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the thirtieth day after the deposit by such State of its instrument of ratification, acceptance, approval or accession.

While Canada had initially suggested that a definition of the concept of peacebuilding in the Optional Protocol would be desirable, we have moved away from that position in the spirit of achieving the widest possible acceptance of the draft instrument.

The draft Convention would need to enjoy wide international acceptance as well as support. Only its universal application would lead to attainment of the goals pursued during the years of intense efforts deployed for the adoption of such an important instrument.

Moreover, an acceptance was emerging, particularly among civil society groups that had hitherto called for a binding instrument, that voluntary approaches to CSR played an important role as part of a multi pronged approach to achieving this goal.

After the entry into force of this Amendment, as provided under paragraph 1, it shall enter into force for any other Party to the Protocol on the ninetieth day following the date of deposit of its instrument of ratification, acceptance or approval.
