Foreign direct investment flows can, and should, be encouraged.

Intra African investment flows are mainly from South Africa.

Currently, foreign direct investment has been the largest source of private flows.

Other Governments are promoting investment flows within the framework of bilateral agreements.

There are several reasons for the new vitality of South South investment flows.

(f) What are the most promising sources of funding for South South trade, technology and investment flows?

A return to economic growth is crucial for Europe, which needs secure new investment flows.

(a) Is increased global integration a prerequisite for enhancing South South trade, technology and investment flows?

Investment flows have recovered, reaching the annual average for the years prior to the Asian crisis.

Regional integration in ASEAN had encouraged intra ASEAN investment, which contributes to South South FDI flows.

Request UNCTAD to present a report on the pattern of investment flows from and to the South that, inter alia, analyzing the economic and social impact of such flows on developing countries.

Uribe has also proven to be a strong economic administrator, attracting increasing flows of foreign direct investment to Colombia.

(b) Will South South industrial trade, technology and investment flows reshape the pattern of industrialization based on comparative advantages?

Trade and investment flows can and should be expanded, which is likely only if political relations improve.

At the same time, since returns to capital are kept low by high wages, very little investment occurs. The excess of savings over investment flows abroad as capital exports.

It will focus on the development dimension of international investment and technology flows, the interface of global processes and national policy making and the integration of investment, technology and enterprise development policies.

These factors considerably limit those countries' ability to attract foreign direct investment and other international private capital flows.

In the absence of efficient sources of financing, the transaction costs of South South trade, technology and investment flows will be increased.
