The reasons for the increase in post HIPC initiative debt burdens in the majority of countries are well known and include both external shocks and poor macroeconomic management.

These include human resource management, financial management, meeting management, IT management, and project management.

The project will include the creation of a Regional DMFAS Unit in Yaoundé, the launching of a training programme for debt managers, the organization of further joint UNCTAD Pôle Dette workshops and seminars and the strengthening of Pôle Dette's capacities to deal with issues related to debt recording and management systems.

The country simply cannot keep on piling debt upon debt.

Fifth, debt burdens that cannot be eased by growth, savings, or inflation must be rendered sustainable through orderly debt restructuring, debt reduction, and conversion of debt into equity.
