First, there should be sound national policies and correct governance.

Developing countries would implement sound economic policies accompanied by good governance.

But, even more fundamental than policies and governance will be the challenge of values.

These three trends overlap in a group of about 15 African countries that are strongly committed to accountable governance and sensible economic policies.

In the ability of Governments to effectively plan and implement the policies that are necessary for good governance lies the first step towards broad capacity.

The Institute has an ongoing project to solicit data in Africa regarding law enforcement and the relevant crime statistics with a view to analysing the data to facilitate formulation of effective policies and strategies in crime prevention.

Throughout this exercise, we are continuously reminded of the primary responsibility of developing countries to implement sound economic policies and ensure good governance and the rule of law.

Without the necessary data for analysis, public health policies, for example, cannot be directed toward groups that are especially disadvantaged or otherwise at risk.
