Greece and Portugal had submitted updated production data but had not submitted consumption data, stating that their consumption data was reported by the European Community.

125 A5 countries have reported their consumption data for 2002, of these, 62 countries reported zero MB consumption. Analysis of data from 125 countries that have reported so far.

To date, Chile has not submitted its ODS consumption data for 2004.

The Panel notes that data submitted by Jordan show that per capita water consumption declined in the early 1990s.

The Pacific island countries have been collecting data that will enable them to compute purchasing power parities for consumption. Those data will then be linked to the overall Asian comparison.

The Party has submitted its outstanding 2003 methyl bromide data, reporting consumption of 0.3 ODP tonnes that is consistent with the consumption reduction benchmark contained in its plan of action for that year.

The Secretariat analysed the production and consumption data for the year 2004 for all Parties that have reported so far, with reference to the applicable control measures.

In addition, the Party reported halon consumption data for 2004 of zero ODP tonnes, placing it well in advance of the consumption reduction commitment for that year contained in decision XVI 25 and returning it to compliance with the Protocol's halon control measures for 2004.

There is little comparability with previous data, and income is used as an indicator of well being, rather than consumption which is, among others, a more reliable measurement of poverty.

With regard to the United States proposal for CFC 113, consumption data had been provided to TEAP, but had not been made widely available because of issues of commercial confidentiality.

Monitoring based on customs statistics, import licenses issued and importers records allow for transparency and provide, despite some mistakes detected, a fairly reliable data basis for calculating trade and consumption of ODS.

Lesotho has reported its outstanding data for 2003, including halon consumption of 1.0 ODP tonne, which is in excess of its obligation under the Protocol to freeze halon consumption at its baseline level of 0.2 ODP tonnes, but does represent a reduction in halon consumption compared to 2002, indicating that the Party was working towards compliance with the Protocol's control measures in accordance with paragraph 5 of decision XVI 25.

The consumption discount rate should account for the possibility that, as consumption grows, the marginal unit of consumption may be considered to have less social value.

(e) Consumption in 2002 was higher than the Baseline because consumption grew rapidly from 2000.
