Pull factors relate to location specific advantages of the host countries such as market potential, low cost labour, incentives, investment opportunities, technology and skills.

As incomes increase, rising labour costs and the entry of lower cost producers can rapidly erode the competitiveness of labour intensive manufactures, and new investments are needed to maintain productivity growth and to upgrade to higher value added activities.

They include saturated home markets, currency appreciation, cost disadvantages, limited land, limited labour supply, and the need to follow competitors and suppliers.

Given the wide range of complex issues, coordination and a division of labour among donors are also essential to ensure the cost effective utilization of international assistance.

The need to follow customers, neutralize competitors' strength, access low cost labour and take advantage of opportunistic investments in real estate, infrastructure or services projects are also specific reasons.

This is a clear positive adjustment to redistribute the reduced income available under the conditions of the last five years, at the cost, however, of a major reduction in labour productivity.

Indian call centres and business process outsourcing companies are now setting up foreign affiliates in the Philippines and Mexico, accessing specific labour talent, language skills, cost advantages and markets.

The use of labour intensive technologies in construction and infrastructure development can provide job opportunities for low skilled urban workers and may be used wherever these technologies are cost effective and technically feasible.
