20. Requests the Secretary General to report on possible measures to encourage responsible use of the system of administration of justice

I join others in welcoming the current report of the Secretary General on the United Nations Interim Administration Mission in Kosovo.

The Director of Administration of the United Nations Fund for International Partnerships introduced the report of that Office (A 60 327).

Welcomes the report on the administration of justice through military tribunals (E CN.4 Sub.2 2005 9) submitted by Mr. Decaux, including the updated draft principles governing the administration of justice through military tribunals contained therein

The report is the eighth in the series of comprehensive reviews of administration and management of United Nations agencies, funds and programmes.

In paragraph 126 of its report, the Board recommended that the Administration provide for appropriate expertise to review and monitor ICT functions.

In paragraph 193 of its report, the Board recommended that the Administration facilitate the issuance of summary reports in a timely manner.

As the Secretary General stated in his report on public administration and development (A 60 114), good governance and effective public administration systems are indeed essential elements for developing countries in reducing extreme poverty and achieving improved living standards.

The purpose of the report is to contribute to the reform exercises undertaken by UNHCR with a view to improving its management and administration.

It had before it the report of the Committee of Experts on Public Administration on its fourth session (E 2005 44, Supplement No. 24).

In that report the Committee reviewed in detail various aspects of the Mission's administration, including results based budgeting, organizational and staffing structure and operational costs.
