This implies that the international organization should be held responsible if the act that would be wrongful if committed by the organization directly was in fact committed by a member State on the basis of the organization's binding decision.

In that context, my delegation believes that the implementation of the concept of responsibility to protect would represent a genuine step forward towards preventing genocide and other crimes against humanity.
