SPLM A is facing tremendous challenges in establishing the Government of Southern Sudan.

Embargos and sanctions On 3 November 1997, the U.S. government imposed a trade embargo against Sudan and a total asset freeze against the Government of Sudan under Executive Order 13067.

The Government of the Sudan has now provided us with that written confirmation.

Some members of the Southern Sudan Legislative Assembly have alleged an ethnic imbalance in the Government of Southern Sudan.

The commitment of Sudan s government to the CPA has always been equivocal.

In my view, any new initiative proposed by the Government of the Sudan today to address these crimes could not be supported in the light of the Commission's conclusions.

First and foremost, an atmosphere sufficiently conducive to constructive dialogue between the Government of the Sudan and the armed opposition must be created.

Thanks to the cooperation of the Government of the Sudan, the LRA is running out of places to hide in southern Sudan and they are being forced to give up their terrorist activities.

The Comprehensive Peace Agreement between the Government of the Sudan and the Sudan People's Liberation Movement had brought many changes which required the attention of UNHCR.

The Council welcomed the signature on 9 January in Nairobi of the Comprehensive Peace Agreement between the Government of the Sudan and the Sudan People's Liberation Movement (SPLM).

In this connection, I salute the courage of the late Mr. John Garang in leading the southern Sudanese people into reaching an accord with the Government of the Sudan.

Over the past six months, performance by the Government of the Sudan in complying with its commitments and obligations has been uneven.

I call on the international community to acknowledge the scale of the immense challenge faced by the Government of Southern Sudan and to provide support commensurate with the importance of its emerging institutions, which are essential to the consolidation of peace in the Sudan.

In eastern Africa, the conclusion of a peace agreement between the Government of the Sudan and the Sudan People's Liberation Movement has opened the door to significant levels of return.

However, the establishment of both the Government of National Unity and the Government of Southern Sudan, as well as the adoption of the Interim Constitution of Southern Sudan, gives grounds for optimism.

In the broader Sudan context, the Security Council welcomes further progress achieved in the implementation of the Comprehensive Peace Agreement, in particular the signing of the Constitution for Southern Sudan and the formation of the Government of Southern Sudan (GOSS).

The National Fund (focusing on northern Sudan and the Abyei, Nuba Mountains and Blue Nile areas) and the Southern Sudan Fund are administered by the World Bank and chaired by the Government of National Unity and the Government of Southern Sudan, respectively.

The pace of spontaneous return of refugees and IDPs to southern Sudan has intensified since the signing of the Comprehensive Peace Agreement in January 2005 between the Government of the Sudan and the Sudan Peoples' Liberation Movement.
