The chairing of each branch shall rotate between Parties included in Annex I and Parties not included in Annex I in such a manner that at any time one chairperson shall be from among the Parties included in Annex I and the other chairperson shall be from among the Parties not included in Annex I.

Support to non Annex I Parties The secretariat work on support to non Annex I Parties is developed as a reflection of Parties' demands, and is considered by Parties in the context of the adoption of the budget.

Introduction Mandate The Conference of Parties, by its decision 3 CP.8, paragraph 5 (a), requested the secretariat to compile reports of the meetings and workshops of the Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE) for consideration by the Subsidiary Body for Implementation (SBI).

The Code adds the materials not included in the Convention on the Physical Protection of Nuclear Material.

Population range of non Annex I Parties

Fifty four survey questionnaires were sent to non Annex I Parties, Parties included in Annex II to the Convention (Annex II Parties) and multilateral and bilateral agencies.

If that is the case, we will continue with the other items on the agenda.

The positions of Chairperson and Vice Chairperson shall alternate annually between a member from a Party included in Annex I and a member from a Party not included in Annex I.

Assisting the preparation of non Annex I national communications

Non Annex I Parties were mentioned as being underrepresented.

The total provision made under this budget line is a non recurring cost.

It supports the work of the Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE) and training of non Annex I Parties' national climate change coordinators.

Thirty six experts, split evenly between Annex I and non Annex I Parties, were invited to the meeting, but only 35 were able to attend.

The Executive Board shall elect its own Chairperson and Vice Chairperson, with one being a member from a Party included in Annex I and the other being from a Party not included in Annex I.

The expenses of the compensatory project have been adjusted to take account of the modifications in Annex II as well as further adjustments including A 30 year duration for the operation and maintenance of the proposed preserve, instead of 20 years as proposed Reduction in the size of the facility and a decrease in the staff required to operate the preserve Adjustments to unit costs and contingency estimates and Additional allowances for items not budgeted, such as fencing and a pier ramp.

For each team, one lead reviewer is to be from a non Annex I Party and the other from an Annex I Party.

The model was also used to estimate the possible adverse consequences on trade interactions between Annex B and non Annex B countries.

The SBI welcomed the submission of initial national communications by 120 non Annex I Parties and the submission of second national communications by three non Annex I Parties. The SBI urged those Parties that had not yet submitted their initial national communications to do so as soon as possible. Parties that are least developed countries may submit their initial national communications at their discretion.

There has also been a rapid increase in urbanization in most non Annex I Parties.

Efforts to amend and update relevant legislation have been under way in some non Annex I Parties.

Of these experts, 19 were from Annex I Parties with economies in transition (EIT countries), 51 were from other Annex I Parties, and 44 were from non Annex I Parties.

It has substantial potential to reduce emissions in non Annex I Parties.

Box 4 shows some examples of needs identified by non Annex I Parties.

Introduction The guidelines for the preparation of the initial national communications by Parties not included in Annex I to the Convention (non Annex I Parties) contained in the annex to decision 10 CP.2 outlined the information to be provided by Parties.

These included technological, financial and human resource constraints, which are prevalent in most non Annex I Parties.

However, they raised two issues the need for timelier issuance of invitations and availability of background documents, and the balance of participation between Parties included and not included in Annex I to the Convention (Annex I and non Annex I Parties, respectively).
