The Secretariat is also required to forward that information to the Implementation Committee under the Non Compliance Procedure for the Montreal Protocol for its consideration and appropriate recommendations to the Parties.

The Secretariat added that it has gradually succeeded in changing the culture of non compliance, that there has been a progressive increase in the rate of return and that it aims at fostering a culture of continuous dialogue.

It has been brought to the attention of the secretariat that a number of designated national authorities have experienced difficulties in contacting other such authorities because the addresses that they used were not correct.

Ms. Udo (Nigeria), speaking on behalf of the African Group, said that the Group shared the disappointment expressed by previous speakers about the Secretariat's failure to comply with the decisions of the General Assembly.

Scarce resources must not be diverted from their intended purposes and the Secretariat's next budget submission should provide the Advisory Committee and Member States with detailed information on the Mission's activities.

(d) Option 4 the COP broadens the mandate of the GCG to carry out the full scope of effectiveness evaluation by integrating the monitoring reports with national reports and non compliance information provided by the secretariat.

The SBI requested the secretariat, in the absence of predictable funding, to postpone a workshop rather than provide insufficient time for preparations and invitations. The SBI noted the need to ensure balanced participation of Parties in workshops.
