6 ذكرت فنلندا أنه لا توجد اتفاقات ثنائية محددة لإدارة أو استخدام طبقات المياه الجوفية العابرة للحدود نظرا لأن طبقات المياه الجوفية التي تمتد إلى خارج الحدود الوطنية لا ت ستخدم في إمدادات المياه.
