Work is also under way to validate our procurement system to ensure that it meets the highest global standards and to develop policy guidance on the provision of pro bono goods and services.

It also envisages the use of UNICEF procurement services, where appropriate, to promote the efficient and increased use of resources for essential commodities for children.

Much of this increase is occurring in large cities where discontent was already mounting in response to the government s palpable failure to provide basic goods and services.

The growing presence of non commercial investors has provided important liquidity to the market, as speculators assume risks related to commodity prices that hedgers wish to avoid.

It also includes creating the regulatory and institutional framework that markets require to function well, providing necessary public goods and guaranteeing the fairness of rules.

The third segment of the report is concerned with the actions of the private sector to facilitate development, looking at multi stakeholder partnerships, networks and business opportunities to provide goods and services to the poor.

It is largely a matter of providing public goods decent governance, security of life and property, and basic infrastructure like roads, bridges, ports, and power plants, as well as access to education and basic health care.

These approaches consist of the use of Southern experts, Southern institutions and the procurement of goods and services from the countries of the South as well as the provision of support to programmes that are subregional, regional or even interregional.

Indeed, these countries are already experiencing large relative price increases for food and oil, a food emergency for the poor, and higher rates of inflation induced by commodity price shifts.

Aside from importing basic goods, China exports manufactured goods throughout the region.

Second is the regional provision of goods and services that can benefit from the pooling of national services at the regional level. Third of all is regional integration through the lowering of market and technical barriers between countries.

UNICEF will work with partners to provide leadership in the provision of essential commodities, including pharmaceuticals, vaccines, micronutrients, insecticide treated materials for the prevention of malaria, and cold chain equipment and immunization supplies.

The Doha Ministerial Declaration (DMD) called for the reduction or, as appropriate, elimination of tariff and non tariff barriers to EGS.
