The Working Group continued to be mandated to develop general recommendations on how to improve the effectiveness of sanctions.

As a general rule, when making recommendations about good indicators , two main criteria should be kept in mind

Study counter terrorism measures adopted by States and make general recommendations for action to the High Commissioner for Human Rights.

It reviews reports of States parties submitted in accordance with article 18 of the Convention and formulates suggestions and general recommendations.

In 2004, the Government adopted the recommendations of a public committee, which examined the issue of retirement age.

The Committee shall include such other general recommendations in its reports to the General Assembly together with comments, if any, received from States parties.

The Committee monitors the implementation of the Covenant by examining periodic reports submitted by the 150 States parties and making general recommendations to the Council.

The four working groups then reconvened for a general session at which they presented and discussed their respective recommendations on the above mentioned topics.

This provides an overview of the tools and processes in place to analyse, track and manage external audit recommendations and corporate audit issues at UNDP.

Participants discussed the possibility of issuing joint general comments recommendations on issues of common concern, and agreed that these would strengthen the role of the general comments.

The Caracas Declaration contained recommendations for standard minimum rules for juvenile justice, public participation in crime prevention, improved statistics and eradication of extralegal executions.

Recommendations

In accordance with article 21, paragraph 1, of the Convention, and on the basis of its examination of reports and information received from States parties, the Committee may make general recommendations addressed to States parties.

One reason for this might be due to the fact that the Committee's recommendations under the periodic reporting procedure are so general that it has not been possible to recommend concrete steps aimed at achieving progressive implementation of particular provisions of the Covenant.

At the fifty ninth session of the General Assembly, in the context of the implementation of UNISPACE III recommendations, a special plenary meeting had been held to increase awareness of the benefits of space technology and action teams had been established for each of the recommendations.

Of the eight recommendations relating to ICT management, five have been implemented.

In a subsequent note by its President, dated 17 April 2000 (S 2000 319), the Council authorized the establishment, on a temporary basis, of an informal working group of the Council to develop general recommendations for improving the effectiveness of sanctions regimes.
