10. The Forum should address, within the context of its multi year programme of work, the implementation of the present instrument.

At the same time, we believe it is crucial not to allow double standards in the implementation of that instrument.

The instrument also contains provisions for follow up by which, among other things, States would commit themselves to reporting on a biennial basis to the Secretary General on their implementation of the instrument.

Legal clarity was crucial for the future implementation of the draft protocol in domestic courts and for universal accession to the instrument.

Most delegations supported the Chairperson's suggestion of establishing a procedure whereby all States parties would be required to submit a report on the action taken to give effect to the new instrument.

My delegation attaches great importance to the United Nations Programme of Action on Small Arms and calls for the early implementation of that instrument.

Implementation of the new draft instrument and of the Programme of Action would contribute to reducing human suffering if implemented by all States.

The European Union believes also that Interpol has an important part to play in the implementation of the future instrument on the identification and tracing of small arms and light weapons.

The Convention also established a series of follow up mechanisms aimed at ensuring efficient implementation of the new instrument, including a non binding mechanism for the settlement of disputes.
