There are other examples where the applicability of the usual rule of international law may be modified in the case of treaties of a humanitarian character.

It can therefore be argued that in substance the declaration did not have a negative effect in the implementation of the Convention while at the same time enabling Pakistan to accede to the Convention. In practice also there do not appear to be any legislative, policy or administrative actions taken by the Government, which contravene provisions of the Convention on basis of the declaration.

The characteristics of such weapons of mass destruction and their precursors require coordinated efforts and the adoption of measures by the aforesaid bodies, along with the adaptation of national laws to allow for the implementation of the treaties in force.

The recognition of this family of treaties would seem to be justified and there are also links with other classes of treaty, including multilateral law making treaties.

Most United Nations treaties related to public international law, but the Treaty Section was aware that it had become accepted practice in private law conventions for States to adjust individual provisions by declaration, since such conventions applied only to private contracts.

As of 5 October 2005, there were 190 Parties to the Vienna Convention, 189 Parties to the Montreal Protocol, 179 Parties to the London Amendment, 168 Parties to the Copenhagen Amendment, 134 Parties to the Montreal Amendment and 97 Parties to the Beijing Amendment.

No amendment was proposed.
