Service Module 8 Environment management

Environmental management This consists of environmental modification, environmental manipulation and measures to reduce human vector contact.

In order to enhance and mainstream environmental management, efforts are being made to develop further the Guate Verde (Green Guatemala) programme, which is the environmental component of the current national agenda.

Item 7 International environmental governance

Environmental management is still not used to its full potential.

It should be a fundamental part of any integrated vector management approach.

In the Gulf countries, environmental management and control need to be improved.

In the urban setting, environmental management is a tool of particular importance.

A second publication highlighting UNEP activities in dryland environmental management is to be launched in September or October 2006.

Subsequently, it is expected that the issues of environment management should receive increased attention, and all actors concerned in the process will be better able to carry out their respective roles in environmental management.

The strengthening of the United Nations Environment Programme (UNEP) and further development of international environmental governance is a particularly important requirement for setting in place strong institutional arrangements capable of ensuring that environmental sustainability considerations can be mainstreamed.

At the country level, national strategies must include investments in improved environmental management and make the structural changes required for environmental sustainability.

Kenya fully endorses the ongoing process of defining the elements of international environmental governance.

For its part, Zimbabwe had taken a number of specific measures, such as enacting the Environmental Management Act and setting up an Environmental Management Agency, which would soon become operational.

Accordingly, the Panel has developed, as an alternative, a cooperative rangeland management programme.

Furthermore, UNEP is planning a scientific conference on the theme Dryland environmental management and the Millennium Development Goals , expected to be held at UNEP headquarters in Nairobi, in September October 2006.

Item 9 Implementation of the programme of work of the United Nations Environment Programme and the relevant decisions of the Governing Council

At the level of the Civil Society some programs of environmental management have been implemented, and count with the involvement of private companies and NGO's.

The UNIDO cleaner production programme focuses on reconciling industrial development and environmental concerns.

Good governance, with a clear articulation of the principles of environmental and social responsibility, are prerequisites for sustainable forest management.

Enhanced community participation in environmental management, empowerment of CBOs and strong local initiatives have been encouraged by the Convention.

The Council Forum will have before it the report of the Executive Director on progress made in the implementation of Governing Council decisions concerning international environmental governance (contained in document UNEP GCSS.IX 3), as mandated by decision 23 1 (Implementation of decision SS.VII 1 on international environmental governance).

The introduction of the UNODC developed computer based training programme for law enforcement officials, which promotes modern interdiction techniques and management systems, will be expanded.

Decision concerning follow up programme for environmental claims awards (S AC.26 Dec.258 (2005)).

Since 1999, UNEP has been working closely with the secretariats of multilateral environment agreements and the World Trade Organization to build synergies between the multilateral environmental and trade regimes.

The Governing Council, in previous conclusions, had indicated that owing to the character of environmental claims, it would consider, at the appropriate time, the possibility of a different payment mechanism which would prioritize successful environment claims.
