Supporting the efforts of countries, in particular developing countries, to strengthen their capacities at all levels in order to prepare for and respond rapidly to natural disasters and mitigate their impact

Space data has proved its potential to provide vital information inputs to all phases of the disaster cycle, covering preparedness, mitigation, response and reconstruction.

The concept of security should encompass not only war between States, terrorism and violence within states but also poverty, infectious diseases, environmental degradation and disaster prevention and mitigation.

These include, for example, cooperation through sharing information and operational tasks in fighting global crime, terrorism and trafficking of humans and drugs across borders or to prevent and mitigate disasters.

Wherever one looks, using Marshall s toolkit, one sees economic equilibrium pulling things back to normal, compensating for and attenuating the effects of shocks and disturbances.

This requires building strong institutions, establishing the rule of law and empowering people .15 A number of Governments have created institutions and invested resources to address issues of security in the strictest sense, taking away important resources required for poverty alleviation, social services and the environment, and disaster prevention and mitigation.

Welcoming the efforts of the Office for the Coordination of Humanitarian Affairs of the Secretariat and the United Nations Development Programme to strengthen the coordination of their activities in the field of disaster prevention, mitigation and management,

4. Stresses, in this context, the importance of strengthening international cooperation in the provision of humanitarian assistance for all phases of a disaster, from relief and mitigation to development, including through the provision of adequate resources

The growing magnitude of the negative effects of natural disasters requires the strengthening of national prevention, mitigation and preparation activities and the implementation of the outcome of the second World Conference on Disaster Reduction, held this year in Japan.

Measures that facilitate natural recovery processes should be preferred, and they should build on and enhance natural recovery that has already occurred.

The United Nations continues to develop joint and comprehensive approaches to HIV AIDS, including in the areas of prevention, treatment, care, the fight against discrimination and the mitigation of impact.

7. Reaffirms that all regional efforts should serve the purpose of strengthening international cooperation aimed at the creation of a global multihazard early warning system, including the newly established Indian Ocean Tsunami Warning and Mitigation System

Emphasizing the importance of international cooperation in support of the efforts of the affected States in dealing with natural disasters in all their phases, including prevention, preparedness, mitigation and recovery and reconstruction, and of strengthening the response capacity of affected countries,

They cannot be eliminated, but they can be tempered.
