The knowledge and skills required for developing and implementing public private partnership projects are often lacking in the public sector, and the private sector is unaware of the potential of the public private partnership relationship.

The programmes financed by many developed countries lay the emphasis on modernizing the agricultural sector, promoting agricultural, forestry and pastoral production systems, and supporting the processing and marketing of products.

In most other projects, the private sector entrepreneurs are expected to bear the primary risks and take on the majority stakes.

One means of developing the knowledge and skills needed for developing the public private partnership modality has been the creation of dedicated public private partnership programmes.

Furthermore, the private sector can drive educational achievement at a lower cost than the public sector.

34.12 In its report A 58 7 Add.5, paragraph 35, the Advisory Committee on Administrative and Budgetary Questions recommended that the Secretary General incorporate information on the implementation of projects financed from the Development Account in his proposed programme budgets, thus obviating the need for presenting a separate report.

Employment of women in the public sector. The Committee noted that women's share of the public sector employees was only 21.4 per cent and that they were concentrated in the health and education ministries.

This includes both the General Fund (with its in kind component) and the project budget.

Private sector capital flows now dwarf traditional public sector aid flows.

The projects funded through it demonstrated a wide range of strategies, which were enthusiastically received by community members and frequently delivered with great effectiveness by indigenous service providers.

The private sector has not experienced sufficient growth, and in the public sector, the State has been forced to reduce the number of State institutions, thereby reducing public sector employment, with the result that workers have had to seek employment in the informal sector. Consequently, 70 out of every 100 economically active women work in the informal sector in conditions of underemployment.

It was interesting and unusual that they had a larger presence in the private sector than in the public sector.

Customs reform requires a commitment not only by the public sector but also by private sector agents who may oppose such reform.
