Space data has proved its potential to provide vital information inputs to all phases of the disaster cycle, covering preparedness, mitigation, response and reconstruction.

23. Stresses the need for effective management and mitigation of risks in all phases of United Nations peacekeeping missions

The concept of security should encompass not only war between States, terrorism and violence within states but also poverty, infectious diseases, environmental degradation and disaster prevention and mitigation.

These include, for example, cooperation through sharing information and operational tasks in fighting global crime, terrorism and trafficking of humans and drugs across borders or to prevent and mitigate disasters.

Wherever one looks, using Marshall s toolkit, one sees economic equilibrium pulling things back to normal, compensating for and attenuating the effects of shocks and disturbances.

This requires building strong institutions, establishing the rule of law and empowering people .15 A number of Governments have created institutions and invested resources to address issues of security in the strictest sense, taking away important resources required for poverty alleviation, social services and the environment, and disaster prevention and mitigation.

Welcoming the efforts of the Office for the Coordination of Humanitarian Affairs of the Secretariat and the United Nations Development Programme to strengthen the coordination of their activities in the field of disaster prevention, mitigation and management,

29.6 The strategy of the Office is focused on ensuring that the Organization has an effective and transparent system of accountability in place and a capacity to identify, assess and mitigate the risks and threats that might prevent it from achieving its objectives.

Measures that facilitate natural recovery processes should be preferred, and they should build on and enhance natural recovery that has already occurred.

Recognizing the difficulties faced by the countries with economies in transition in responding adequately to the challenges of globalization, including in the field of information and communication technologies, and the need to enhance their capacity to utilize effectively the benefits and mitigate the negative implications of globalization,

The size, frequency and complexity of recent disasters has often overwhelmed national capacities to deal with the aftermath the international community must provide support for local prevention and mitigation efforts, and for the development of an early warning system and appropriate construction technologies.

Emphasizing the importance of international cooperation in support of the efforts of the affected States in dealing with natural disasters in all their phases, including prevention, preparedness, mitigation and recovery and reconstruction, and of strengthening the response capacity of affected countries,

Specifically, the 57th WMO Executive Council approved an organization wide coordination framework and a detailed implementation plan for the multihazard approach of the organization to disaster reduction, led by its Natural Disaster Prevention and Mitigation Programme.

The implementation of GEOSS will bring a more timely dissemination of information through better coordinated systems for hazard monitoring, prediction, risk assessment, early warning, mitigation and response at the local, national, regional and global levels.
