The sectoral composition of global official development assistance is changing.

(a) The Technical Unit for the Promotion of School Enrolment was set up under the Ministry of National Education, in cooperation with the World Bank, as part of the Sectoral basic education project, with a view to meeting the challenge of promoting education for girls.

Equally, the European Bank for Reconstruction and Developemnt has placed energy efficiency center stage in much of its work on market led sectoral transformation programs across Eastern Europe and the former Soviet Union.

The second thing is tools for collaboration, be they systems of collaboration, or intellectual property systems which encourage collaboration. Right?
