When financial markets concentrate on the fiscal health of the federal government, they miss the extent of government obligations as a whole.

The unliquidated obligations charged during the last month of the fiscal year constituted 80 per cent of the total of unjustified unliquidated obligations.

There is also concern that countries might face new obligations without having the additional financial means to fulfil those obligations.

Until recently, there was a precipitate fall off in the implementation of commitments after the Monterrey Consensus, particularly in the mobilization of financial resources for development.

Despite major financial commitments on paper, design of projects, tender calls, disbursement of funds, and implementation of projects have been taking a great deal of time.

The modalities were significant in that they clearly established a linkage among the level of obligations, the implementation capacity of developing countries, the cost of implementation and the provision of financial and technical resources.

Moreover, there may be a financial panic large financial institutions with short term liabilities and long term assets will have a difficult time weathering a large rise in long term dollar denominated interest rates. This mismatch can cause financial stress and bankruptcy just as easily as banks local currency assets and dollar liabilities caused stress and bankruptcy in the Mexican and East Asian crises of the 1990 s and in the Argentinean crisis of this decade.

Scientific Obligations

Regarding currency transaction report, Central Bank Circular Letter 3098, from June 11th, 2003, established these obligations for financial institutions (banking and non banking financial institutions).

We hope that the financial commitments made by the donor countries will allow us to overcome this crisis, and that those commitments will not come at the expense of official development assistance.

In accordance with the general principles of law, the financial liability of each Member to the International Olive Council and to other Members is limited to the extent of its obligations under article 15 concerning the contributions to the budgets referred to in the same article, and, as the case may be, under article 16 referring to the administrative funds.

However, in accordance with UNDP reporting requirements, executing agencies may retain unliquidated obligations beyond 12 months when a firm liability to pay still exists such liabilities are reported as accounts payable in the financial statements.

In accordance with United Nations system accounting standards, the organization has recorded commitments incurred against future financial periods as deferred charges (see note 13 below).

Now the eurozone with a centralized monetary policy, run by the European Central Bank, alongside 27 national fiscal policies has come to look like a mockery of economic common sense.
