The 1995 Fish Stocks Agreement is an essential contribution to the law of the sea as regards the management of straddling and highly migratory fish stocks.

The Review Conference of the 1995 United Nations Fish Stocks Agreement will be held next year to evaluate the effectiveness of the Agreement in the conservation and management of straddling fish stocks and highly migratory fish stocks.

Nigeria considers the forthcoming May 2006 review conference of the Fish Stocks Agreement to be of great importance for our efforts to manage fishery stocks.

The stocks of the Western and Central Pacific are a significant natural resource for Pacific coastal States.

The United Nations Fish Stocks Agreement, in particular, needs many more States parties in order to become the universal instrument that it is intended to be.

Many underlined the need to reduce excess fishing capacity and to maintain capacity at levels commensurate with the sustainability of target fish stocks.

Next year, we will also see the holding of a review conference on the 1995 Agreement on the management and conservation of fish stocks, which complements the Montego Bay Convention.

The review conference is intended for the international community, represented by the United Nations, to review the Agreement in order to evaluate its efficacy in ensuring the conservation and management of straddling fish stocks and highly migratory fish stocks and put forward relevant recommendations where necessary.

To that end, it obliges States to practise caution when managing fish stocks and their ecosystems, as well as to minimize activities that are harmful to the oceans.

One delegation indicated its willingness to share the data and information it had compiled at the national level about fish stocks, pollution, salinity and temperature.

In view of the importance of fisheries for our economy, Indonesia welcomes the fact that the review conference of the 1995 Fish Stocks Agreement will be held next year.

Canada has announced a contribution of 500,000 Canadian dollars under Part VII of the United Nations Fish Stocks Agreement to help in that respect.

After the Verkhovna Rada the parliament of Ukraine passed the Law on Accession to the 1995 Agreement, additional practical steps to implement the provisions of the Fish Stocks Agreement are now being taken.

The fifth round of informal consultations of States parties to the 1995 United Nations Fish Stocks Agreement will be held in March 2006.

We welcome the encouragement, in the draft fisheries resolution, to States to recognize, as appropriate, that the general principles of the Agreement should apply also to discrete fish stocks in the high seas.

However, the Bolivarian Republic of Venezuela is not a party to the Convention on the Law of the Sea nor to the 1995 Agreement for the Implementation of the Provisions of the Convention on the Law of the Sea relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks, and related instruments.

Kuwait is also considering acceding to the 1995 United Nations Fish Stocks Agreement, as well as other relevant instruments. In April 2005, Kuwait submitted a report on the matter to the Secretary General.

2006 will see the convening of the review conference of the States parties to the 1995 Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks.

But our challenge is to implement such measures and to encourage States to comply with them in order to stop the depletion of fish stocks and the destruction of marine biodiversity.
