We recognize the presence of Ms. Yoriko Kawaguchi in our midst today in the Council.

A start needs to be made at the European Council meeting of the heads of state and government in Brussels in mid October.

The suspension or withdrawal is with immediate effect, on a provisional basis, once the Executive Board has made a recommendation, and remains in effect pending a final decision by the COP MOP.
