Given its geography, my country is particularly interested in issues relating to the seas and oceans.

I had some understanding for that, and when my Government decided to make me part of our delegation to the negotiations on conventional armed forces in Europe in Vienna, I was also rather sceptical that I was doing or going to do something meaningful.

I would note that my country has also adopted national legislation and regulations relating to those instruments.

Sixty years ago, our country was among those that brought this institution into being.

Speaking of Turkey, my Government immediately joined others in responding to the emergency needs of the region.

But as an American, I am so horrified by what has happened in my country and what my country has done to others over the past two years that I feel I must speak out.

I shall now make a statement on behalf of my own country, Malaysia.

Those are my delegation's observations preliminary to, as I said earlier, a more comprehensive and exhaustive report on my Government's views.

A number of ships destined for my country have also been targets of attacks in the last few months.

My reason for reflecting on my country's experience is to try to draw a number of general conclusions.

I wish to reiterate my country's conviction that the Council needs to be more representative, transparent and efficient.

In addition, in order to further strengthen the actions taken by the Security Council, my Government will continue to extend its full cooperation to the work of the three Committees.

My delegation looks forward to further progress on that issue in coming years.

Furthermore, the results obtained so far demonstrate that my country has not been idle and that, despite its scarce resources and constraints of all kinds, it is striving to end the vicious circle of poverty.

They are committed to rolling back spending to 2008 levels.

I was of the generation in my country that lived through the transition from dictatorship to democracy four decades ago.
