The Government and, indeed, the people of my country were profoundly touched by the unprecedented scale of the disaster the catastrophic loss of human life, amounting to over 170,000 persons to date, and the magnitude of displacement, devastation and dislocation.

I love my motherland.

Let me now turn to the current developments in my country, Somalia.

My delegation welcomes the fact that a great number of cases have been submitted to the Court.

Allow me to draw your attention to additional issues that are important to my country.

Given its geography, my country is particularly interested in issues relating to the seas and oceans.

I had some understanding for that, and when my Government decided to make me part of our delegation to the negotiations on conventional armed forces in Europe in Vienna, I was also rather sceptical that I was doing or going to do something meaningful.

I would note that my country has also adopted national legislation and regulations relating to those instruments.

Sixty years ago, our country was among those that brought this institution into being.

Speaking of Turkey, my Government immediately joined others in responding to the emergency needs of the region.

But as an American, I am so horrified by what has happened in my country and what my country has done to others over the past two years that I feel I must speak out.

Those are my delegation's observations preliminary to, as I said earlier, a more comprehensive and exhaustive report on my Government's views.

A number of ships destined for my country have also been targets of attacks in the last few months.

I wish to reiterate my country's conviction that the Council needs to be more representative, transparent and efficient.

My delegation looks forward to further progress on that issue in coming years.

Furthermore, the results obtained so far demonstrate that my country has not been idle and that, despite its scarce resources and constraints of all kinds, it is striving to end the vicious circle of poverty.
