Certifying authority and it can enter into contracts

At the fifty ninth session of the United Nations General Assembly, Switzerland co sponsored resolution 59 81 (Canada) on the preparation of a treaty halting the production of fissile material for military purposes.

We appreciate that the resolution takes note of the existence of those agreements and will continue to pursue additional such agreements with other countries as we move forward.

That decision, in many respects, was the culmination of longstanding dreams and of a commitment made real through years of protracted struggle and negotiations leading up to the Bougainville Peace Agreement.

And that includes new social contracts.

Priority rules based on the time of the contract of assignment

We are not convinced that the Security Council should assume such treaty making prerogatives.

We need to achieve rapid progress on concluding a comprehensive convention on international terrorism.

The agreement should be finalized and implemented before the end of the current biennium.

Formal agreements between the Court and such actors facilitate cooperation.

I therefore urge both parties, and the Government in particular, to conclude the status of forces agreement.

Regarding implementation of paragraph 6 of the resolution, a number of status of forces and status of mission agreements concluded since the Secretary General's last report in August 2004 (A 59 226) had incorporated the key provisions of the Convention.
