We are near a compromise solution that would enable agreement on the important article 18 of the convention.

A compromise solution is essential.

Some compromise will be necessary.

Once the discovery is made, it would be licensed.

A high price had to be paid for this agreement.

A mechanism will need to be found which resolves this question.

It is difficult to make a credible forecast.

Finding rational ways to share and co manage water may be easier than solving the big issues.

The second lesson from Copenhagen is that to get a binding international agreement, there first must be a deal between the United States and China.

A peace settlement should not be impossible.

A thorough solution will involve a difficult process.

In the long run, the best outcome is a peaceful resolution to the sovereignty issue, or, barring that, a compromise that satisfies both sides core interests.

But a political settlement within Afghanistan cannot succeed without a regional grand bargain. The first Great Game was resolved a century ago by making Afghanistan a buffer state in which outsiders did not interfere.

Yet the discussion foundered, and no decision was taken.

Such a settlement remains possible.

Any hint of compromise will expose officials politically.

Achieving a lasting peace, though difficult, is possible.

The result was a compromise between these two groups.

Agreement was nevertheless reached on September 23.

Unanimous decisions are very desirable.

On others, consensus has been reached.

Agreement on Mode 4 was important.

There was no consensus on the proposal.

Some of these particles are at the very limit of what we've been able to reach with experiments.

2. Stop confrontation and reach peaceful agreements

But Kosovo s government also has an interest in a settlement.

Policy solutions are not easy.

Such an argument is not difficult to make.

Bilateral negotiations between the two countries were first held in 1980 but no agreement was reached.

After several attempts a final design was achieved.

A political negotiated solution must be reached without delay.

Our ultimate goal remains an agreed solution between the two parties.

Here, we should like to remind the Council that we are a State on the threshold of development and progress.

Such a solution can be achieved through patient dialogue and consultations.

The situation had not yet been resolved definitively.

Agreement was reached on the locations of State defence institutions.

Once an agreement has been reached, funding for these activities would have to be sought and secured.

We hope that a negotiated solution to end the conflict will be quickly found.

Power is the ability to get the outcomes one wants.

They have also achieved high standards of governance.
