The Director also kept the Commission of the African Union apprised of the operational difficulties of the Centre.

To facilitate this growing level of cooperation between the two organizations, I accepted the AU invitation to establish a full time assistance and liaison cell at the African Union Commission.

I also welcome Ambassador Baba Gana Kingibe, the Special Representative of the Chairperson of the Commission of the African Union in the Sudan.

In the meantime, the AU Commission and AU troop and police contributing countries and donors will have to proceed diligently with the expansion of AMIS.

9. Invites the Secretary General to explore, in close consultation with the Chairperson of the Commission of the African Union, new means of cooperation between the United Nations and the African Union, especially taking into consideration the expanded mandate and the new organs of the African Union

I would like to thank Mr. Kingibe, Special Representative of the Chairperson of the Commission of the African Union in the Sudan, and his team for their commitment and offer them our encouragement.

As a result, a draft code of conduct for armed and security forces in Africa was developed, which was submitted to the Commission of the African Union for consideration.

In that connection, the Centre, together with the Commission of the African Union and other partners, especially the Geneva Centre for the Democratic Control of the Armed Forces and the Friedrich Erbert Foundation, are currently working towards launching a process to have the draft code of conduct adopted by the African Union.

It is important for them to respond generously. I also encourage the AU Commission to establish clear priorities within the AMIS budget, so that critical needs can be addressed as soon as possible.

The Special Representative of the Chairperson of the Commission of the African Union, Baba Gana Kingibe, welcomed the comprehensive proposals for the deployment of a United Nations peace support operation in the Sudan and proposed a united, unified approach.

That, surely, is to reinterpret the Ezulwini Consensus and the AU summit and to claim to know the minds of the African Union better than the Union itself.

That strategy was adopted by the AU and the African Ministerial Conference on the Environment and acknowledged by the Assembly of the African Union in 2004.

The SATCRA project was launched in October 2003 in collaboration with the Commission of the African Union as a regional pilot project.

We note from the African Union's draft resolution and the accompanying documents adopted at Sirte that the AU wishes to select its own representatives, who would represent the AU and act on its behalf.

The representative of the African Union thanked the secretariat for its assistance to the African Union, particularly in connection with its most recent retreat and the Union's Ministerial Meeting in preparation for the Hong Kong meeting.

The 42 participants in the course will constitute the core of staff officers for AMIS and AU headquarters in the future.

The African Union (AU) is committed to the implementation and enforcement of the arms embargo on Somalia, and the Monitoring Group continues to work directly with AU in this regard.

Welcoming further the Vision and Mission of the African Union and the proposals contained in the Strategic Plan of the Commission of the African Union, as adopted at the meeting of the Heads of State and Government of the African Union, held in Addis Ababa from 6 to 8 July 2004,

For its part, Cameroon continues to support the position of the African Union.

Lastly, the selection of African candidates will be made by the African Union.

The United Nations is also continuing its efforts to facilitate African Union efforts to secure fuel supplies for AMIS.
