These compliance matters resulted in between 8 20 requests for Parties to submit a plan of action to address non compliance and return the Party to compliance as soon as possible.

The consideration of non compliance matters follows a process of review and resolution through a series of stages.

Standardized recommendations would contribute to the Committee addressing routine procedural matters of non compliance efficiently and effectively, and thereby allow the Committee more time to focus on compliance matters requiring individual consideration.

It was suggested that aid for trade initiatives should go beyond compliance or enabling trade negotiations into deeper and sustained capacity building.

(f) To develop a plan to assist the Committee with addressing non compliance with the measures referred to in paragraph 1 of this resolution

Under decision IV 5 the Implementation Committee reports to the Meeting of the Parties on compliance matters, including any recommendations it considers appropriate.

This is not only problematic for States in their ability to determine levels of proper compliance with those conventions and resolutions, but it also bears upon other matters.

We support the strengthening of the role of the Security Council as the final arbiter of international peace and security in order that it can take appropriate action in the event of non compliance with NPT obligations.

This level of activity compares with 16 individual compliance matters reported by the Committee in 2000, and 3 matters of individual compliance reported by the Committee in 1996.
