Experience suggests that a variety of approaches can be used to prepare integrated water resources management plans, including a more comprehensive approach that covers basin wide water management and investment, an ecosystem approach, or an incremental approach focusing on key priorities in accordance with capacities and resources.

Initiatives like the World Water Forums thus inevitably highlight debates about what constitutes good water management, as well as elaborating useful concepts.
