Infrastructure facility means any publicly or privately owned facility providing or distributing services for the benefit of the public, such as water, sewerage, energy, fuel, banking, communications, telecommunications and information networks.

In addition, the Global Environmental Facility should be encouraged to use the opportunity of its pending replenishment to increase funding for water and sanitation, using its international water and land degradation windows.

The plan was endorsed by the African Minister Council on Water and will be implemented with all major stakeholders, including the African Water Facility hosted by the African Development Bank.
