Former Canadian Prime Minister Paul Martin, drawing on his personal experience with the Group of 20 finance ministers as well as the G 8, has proposed a new informal grouping that he calls an L 20, with the L signifying that it is restricted to leaders.

The G 20 needs a smaller informal steering group, a G 6 or G 9, which could meet on the eve of the main G 20 meeting and discuss how to organize the discussion in the larger group.

In a letter dated 16 May, the group of four, circulating its text informally, expressed the desire for a constructive dialogue, with a view to reaching the broadest possible agreement .

We held a total of 212 meetings, including 118 plenary meetings, 51 informal plenary meetings, 19 informal thematic consultations and 16 round tables.

The authority may be either a group or a single person, and punishment may be carried out formally under a system of law or informally in other kinds of social settings such as within a family.
