(a) Recalled decision IDB.29 4 of the Industrial Development Board

Since 1993, the EDB has experienced major changes in its strategic orientation and business outlook.

In decision IDB.28 Dec.4, the Industrial Development Board restored the voting rights of Ukraine.

In that regard, coordination by the Security Council with the Economic and Social Council in accordance with the provisions of Article 65 of the Charter has a fundamental role to play in the promotion of sustainable development.

I returned to Geneva later that month to attend a conference and board meeting of the United Nations Research Institute for Social Development.

The Council further emphasizes the need to generate economic activities and foster development as a means of promoting sustainable peace in the subregion.

Development involving mining, minerals or waste disposal matters is dealt with by county councils in non metropolitan areas.

However, the Cabinet had just approved the establishment of a planning commission to address economic development issues, which would mainstream a gender perspective into its work.

The Security Council invites the Government of the Central African Republic, and all the political and social forces, to consolidate the national dialogue and to ensure national reconciliation with a view to achieving sustainable development in their country.

Our achievements so far must also give impetus to our ongoing work on other important reform issues  the Human Rights Council, development follow up and reform of the Economic and Social Council, Secretariat and management reform, Security Council reform and the work on counter terrorism.

My statement will bear on the following points a few considerations on the Millennium Development Goals and on how we have sought to implement them in our country financing for development and combating poverty and Security Council reform.

The omissions on development and the lack of sufficient progress on Security Council reform led to some of the energy and colour being drained from the discussion of institutional reform and what followed.

For any satisfactory progress to be achieved, one has to address the question of the distribution of economic power that is, development and equally of political power of which, in the United Nations, the Security Council is the locus.

The Gulf Cooperation Council countries witnessed record growth rates offering them an opportunity to be the engine of economic growth that fosters region wide development.

With regard to shortfalls in revenue, efforts were being made, in consultation with the Island Council, to focus on development initiatives within a suggested time frame of three years.

In 1961, the Economic Development Board (EDB) of Singapore was established as a one stop investment promotion agency to assist foreign firms in their operations in Singapore.

However, we have noted with regret that some Member States have relegated to the back burner critical issues of development, giving priority instead to security issues, particularly the reform of the Security Council.
