First, discussions on reform of the Security Council have been going on in earnest for well over a decade, since the early 1990s.

The issue of Security Council reform has been before us for more than a decade, and discussions on it have been intense and difficult.

Reform of the Security Council has been discussed for more than a decade now, and the time is ripe for action.

The proposal reflects our decade long position on reform of the Security Council that would enlarge its numbers in both categories.

Yet we must remind ourselves that Security Council reform has been debated and discussed for more than a decade now.

That fact was recognized by a conference on penal reform in South Asia that was held in Kathmandu in November 1999.

The reform of the Security Council has been discussed continuously for well over a decade and debated substantially in the past few years.

After more than a decade of discussion, we now have the unique opportunity to decide on the first meaningful structural reform of the Security Council in 60 years.

I should also like to pay tribute to you, Mr. President, for having convened these meetings, which provide all of us with the opportunity to have a fully transparent discussion of the various proposals before us concerning Security Council reform.

At the close of the International Congress in London, the International Prison Commission was formed to collect penitentiary statistics, encourage penal reform and convene further international conferences.

In that regard, African heads of State or Government clearly identified the framework for and the outlines of the reform of the Organization at the summit held at Sirte on 4 and 5 July 2005.

The reform of the United Nations also requires the reform of the Secretariat.

In this regard, since the initiation of deliberations on Security Council reform more than a decade ago, Indonesia has always maintained that it is important to establish clear and objective criteria when determining candidacies for membership.

The reform of our Organization would be incomplete without Security Council reform.

Without it, reform of the entire security sector would have been incomplete.

United Nations reform will not be complete without Security Council reform.

Mr. Kuchinsky (Ukraine) I would like to thank you, Mr. President, for convening this round of plenary meetings dedicated to one of the most pressing and crucial issues for the Organization reform of the Security Council.

We therefore believe that the President of the General Assembly should continue to hold consultations with the groups sponsoring the various proposals, with a view to reaching the broadest possible agreement on reform of the Security Council, thus avoiding division in the Organization.

Now this struck me as I love to fix things. I wanted to fix this.

The reform agenda of the United Nations is much broader than just Security Council reform.

Basically, reforming the United Nations is no different from reforming a nation.

Police reform must be more fully aligned with reform of the other pillars of security sector.
