In that regard, my delegation endorses and supports the 2005 counter narcotics implementation plan as the basis for making progress towards a drug free Afghanistan.

In the area of drug control, Jordan had adopted a national plan of action against narcotic drugs with the aim of eliminating drug use, reducing supply and facilitating treatment of addicts.

The aim is to provide a two to three year plan for counter narcotics measures.

With the cooperation of the Inter American Drug Abuse Control Commission, the National Commission against Illicit Drug Use had developed a national anti drug plan for 2002 2007 that was aimed at balancing supply reduction and demand reduction efforts.

The Andean Cooperation Plan for the Control of Illegal Drugs and Related Offences outlined measures for strengthening and regulating the fight against drugs and included a list of controlled chemical substances.

On 16 February, the Government of Afghanistan and the United Kingdom of Great Britain and Northern Ireland, the lead nation on counter narcotics activities, launched the 2005 counter narcotics implementation plan in Kabul.

In June 2005, the European Union had adopted an action plan on drugs for 2005 2008, through which to implement the Strategy.

It called upon the international community to provide the necessary technical and financial support to the objectives of the Counter Narcotic Implementation Plan of the Government of Afghanistan.

Section VIII of the questionnaire, on drug demand reduction, was designed along the lines of the Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction (General Assembly resolution 54 132, annex).

Drug addicts were considered victims in need of treatment and rehabilitation to enable them to become productive members of society. The programmes included in the plan of action were carried out in cooperation with the ministries of health and of social development and the drug control services.

The majority of States replying to the third biennial report questionnaire (91 States) had adopted or updated their national drug control strategy or plan, while others indicated that a plan or strategy was under preparation.

So, after five years, the Colombia Plan, a part of two simultaneous global wars against drugs and terrorism has produced only uncertain and scanty results.

Requests the United Nations Office on Drugs and Crime to strengthen its efforts to ensure that multilateral support is provided to Afghanistan in line and in coordination with the Counter Narcotic Implementation Plan.

The key issues are the methods of eradication the pace and scope of counter narcotics activities and the respective roles and sequencing of eradication, interdiction and provision of alternative livelihoods.
