The present draft articles consider only breaches of obligations that are imposed on international organizations by international law.

Paragraph 1 also applies to the breach of an obligation under international law established by a rule of the international organization.

This will not be easy to achieve in a country where many people consider breaking the law an act of heroism.

Breach of an international obligation

We anticipate the prompt release of all who have not been charged and expect that those who are genuinely guilty of breaking the law will be brought to justice.

If one takes this approach, the draft articles could start from the premise that their scope includes breaches of obligations under the rules of the organization to the extent that these rules have kept the character of rules of international law.
