The Global Programme against Terrorism of the United Nations Office on Drugs and Crime (UNODC) provides advisory services that can be useful in the preparation of reports.

23. Further requests the Secretary General to continue to report on the utilization rates of interpretation services and conference facilities at all duty stations

To date, the activities of OIOS have concentrated on the preparation of mandated reports, the conduct of programme monitoring and limited support to results based management.

It should be highlighted that many of the reports requested by OIOS are also very relevant for programme and financial monitoring by UNHCR management.

Furthermore, the Office of the Under Secretary General provides strict quality control over the reports of the Office of Internal Oversight Services to the General Assembly, oversees resource utilization and acts as a focal point for performance management and for monitoring compliance with recommendations of the Office of Internal Oversight Services.

When finalizing reports, OIOS provided programme managers with ample opportunity to comment on its findings and recommendations and incorporated any comments received into the report itself.

UNFPA has taken a more disciplined approach to reporting and determining appropriate follow up action, which the Division for Human Resources coordinates, supported by the Division for Management Services and the Division for Oversight Services.

OIOS believes that UNMO debriefing reports provided at the end of their tours of duty provide valuable material for understanding emerging problems and challenges, and for discerning best practices.

In paragraph 267 of its report, the Board recommended that the Office of Internal Oversight Services address the causes of delays in reporting its audit results in order to ensure the issuance of reports in a timely manner.

OIOS Audit Service

The September meeting had decided that the follow up to the recommendations of oversight bodies, including OIOS, should be a standing item on its agenda in order to develop a common approach and ensure harmonized reporting.

OIOS is cognizant that peacekeeping duties require personal attributes such as courage and commitment, interpersonal skills, patience, and the ability to assess and report, all of which are not easy to appraise.

The steering committee will submit the reports on governance and oversight to the Secretary General and Executive Heads of participating agencies, funds and programmes and the review of OIOS to the Under Secretary General for Internal Oversight Services.

It should be stressed that the document remains a draft for consideration by the Committee and that alternative proposals are on the record in the regional reports and submissions cited above.
