In 2004, 43 percent of those receiving support services participated in educational or training programs.

3. States Parties shall promote the availability, knowledge and use of assistive devices and technologies, designed for persons with disabilities, as they relate to habilitation and rehabilitation.

The total program expenditure, however, increased, because of additional support services such as training, pharmacare and special needs, as those individuals who continue to receive income assistance have more complex barriers to employment requiring multiple, long term interventions.

Some training requests submitted to ECA headquarters did not receive a response, and it was not clear to OIOS whether mechanisms existed for the prioritization and equitable distribution of training funds between the subregional offices.

OIOS noted the concern of staff at subregional offices regarding insufficient training opportunities, especially when compared with ECA headquarters.

A further three thematic evaluations (on computer based training, the Global Assessment Programme on Drug Abuse and the impact of support services on programme delivery) are being undertaken in 2005.

The European Union welcomed the commitment by the Administration to establish an integrated training service. It trusted that that initiative would result in the adoption of a more strategic approach in terms of both the types of training offered and the resources requested for those activities.

In 2003 2004, 4,525 persons with disabilities received vocational services of these 1,697 received training funds to support education and employment related plans.

(f) To establish or strengthen support services to respond to the needs of victims by, inter alia, developing comprehensive and accessible sexual and reproductive health services and by providing training to health care providers at all levels on the harmful health consequences of such practices

In paragraph 263 of its report, the Board recommended that the Office of Internal Oversight Services (a) continue to ensure that the staff were adequately trained, and (b) continue with its plan of implementing online training.

C. Training

When states got waivers for time limits and work or training requirements for welfare recipients, they were so successful that federal welfare reform followed.
